It provisionally applied from 1 January 2021, when the Brexit transition period ended, before formally entering into force on 1 May 2021, after the ratification processes on both sides were completed: the UK Parliament ratified on 30 December 2020; the European Parliament and the Council of the European Union ratified in late April 2021.

Relations between the European Union (EU) and the United Kingdom of Great Britain and Northern Ireland (UK) are governed, since 1 January 2021, by the EU–UK Trade and Cooperation Agreement (TCA). Relations trace back to the foundation of the European Communities, the European Union's predecessor, in 1957.
In October 2021, the UK government's Office of Budget Responsibility calculated that Brexit would cost 4% of GDP per annum over the long term. 4% of 2021 UK GDP is the equivalent of a £32 billion cost per annum to the UK taxpayer. After rebates, the UK's EU membership fee in 2018 was £13.2 billion.
The amendment adds to the bill a requirement that the government will introduce proposals within three months of the withdrawal notification to ensure EU citizens in the UK have the same residence rights after Brexit as before.
